On January 1, 2025, China's first Energy Law officially came into force. Wan Jinsong, Deputy Director of the National Energy Administration stated that the law requires the establishment of a green energy consumption promotion mechanism. For the first time at the legal level, it mandates implementation of a green power certificate system, encourages priority use of renewable energy by consumers, accelerates the establishment of a dual carbon emission control mechanism, and promotes green, low-carbon production and lifestyles. The law explicitly defines hydrogen energy's legal status and encourages development of new energy technologies, business models and formats including smart microgrids and integrated energy services.
